All my sprays I've uploaded so far only include the .vtf file. It has recently come to my attention that adding both files is a lot easier for you guys, so any future ones I make will have them both. If you add this to your "C:/Program Files/Steam/steamapps//team fortress 2/tf/materials/VGUI/logos/" directory then choose the import option in your TF2 options and choose the file it should create the .vmt itself.
Sorry for the inconvenience.

I think Gamesprays is working on a revision tool, if that is in place and working well I'll replace all my old sprays that only have the .vtf with zip files that have both vtf and vmt.
